I don't understand why people seem to think that governments and businesses are at all similar. The similarity only exists at the most abstract sense, and only when considering a government that does not operate in the people's interests. Income and expenses, assets and liabilities.
It is the role of government to regulate affairs so that the strong may not harm the weak, that a society may exist that is equitable to its inhabitants, and to ensure that outside forces may not damage this state of affairs.
That businesses have in the past acted as de facto governments is an indictment of the actual government's failure to adequately regulate businesses. We have recognized this, and we have labour laws as a result.
Government must act in service to all people, for without such service it becomes tyranny and oppression. It must not favour the interests of an elite few; this also leads to the abuse of all people.
